PITTSBURGH-The Community College of Allegheny County is now
providing in-state, in-county tuition rates to all current and
former members of the U.S. Armed Forces, including reservists,
their spouses and their children, regardless of where they
Effective July 1, 2015, the change is due to the State of
Pennsylvania's passage of House Bill 131 on June 29, which was
enacted to ensure compliance with a new federal law, the Veterans
Access, Choice and Accountability Act of 2014. The state law, which
is broader than the federal law, confers in-county as well as
in-state rates to current and former members of the U.S. Armed
Forces and their dependents attending a community college in
Pennsylvania. The state law also does not limit the time period in
which a student can enroll, relative to when the military member
CCAC students who qualify are charged the in-state, in-county
rate of $104.75 per credit rather than $209.50 per credit for
in-state, out-of-county, or $314.25 for out-of-state, which will
amount to a significant savings for students who previously did not
meet the residency requirements.
Dwight Boddorf, director of military and veterans services at
CCAC, said the military community has responded enthusiastically to
the change, and his office continues to receive numerous inquiries
on a daily basis from current and former members of the military.
More than 1,000 military, veterans and their
dependents are currently enrolled at CCAC, and close to 40 new
students have enrolled in response to the change in the days since
the bill passed.
"If you are a veteran, military, reservist or dependent, we
will give you the reduced rate, no matter where you live,"
said Boddorf, a medically retired U.S. Marine. "We're trying to
be as comprehensive as we can, for anyone who has served our
country or for their family members, we want to make sure they get
the benefits they deserve."
In addition, the U.S. Supreme Court ruling that affirmed
same-sex marriage means that some partners of military and veterans
who previously were denied are also now eligible for federal
